DR. ROTORAS is an interestingly assertive and a remarkably aggressive president. He firmly and punctiliously works for the academic advancement of the college. One of his recent major accomplishments is the MPSC-AIT Thailand tie up. On October 29 of this calendar year, he successfully signed the Memorandum of Understanding with AIT paving for two-phased masters degree education in Environmental Geotechnics and Management offering. His current infrastructure project is the on-going construction of the four storey school building situated behind the administration edifice.

DR. ROTORAS holds a distinctive doctoral degree, being to date, the lone Doctor of Engineering in Visayas and Mindanao.
